Development of the Register of Investment Locations presented at the IPMA Congress

The paper of the authors Marina Jovanović-Milenković and Sasa Rikanović entitled "Register of investment locations as a result of sustainable project management" was presented at the International Congress on Project Management "Responsible and flexible project management". The paper presents the results of the project "Improvement of the business environment in the Republic of Serbia", which is implemented by the Republic Geodetic Authority, together with the Swedish International Development Cooperation Agency (SIDA) and the Swedish Agency for Cartography, Cadastre and Land Registration - Lantmäteriet.

The Congress was officially opened by the President of the Project Management Association of Serbia - IPMA (International Project Management Association) Serbia, proffesor Vladimir Obradović together with the acting Director of the National Academy of Public Administration, Dejan Miletić. The participants were then addressed by Joop Schefferlie, President of the International Association for Project Management, Biljana Vuksanovic, State Secretary at the Ministry of Construction, Transport and Infrastructure, Jasmina Benmansur, Assistant Minister of State Administration and Local Self-Government.

The congress was held in the premises of the National Academy of Public Administration from September 9 to 11, 2021. The congress was attended by over 150 participants in panels, round tables and workshops.


Dialogue with citizens

Another in a series of online workshops was held, organized by the municipality of Gävle, Kingdom of Sweden. The workshop was held on June 22, 2021, on the topic of Dialogue with Citizens. The moderator of the workshop is Annelie Hydén, Communication strategist Gävle municipality. The workshop was attended by representatives of local self-government units.


GIS workshop - The Second Part

Swedish municipality of Gävle on 09.06.2021. held the second part of the workshop related to the GIS platform. They led the workshop:

  1. Markus Meriä, GIS developer, Gävle Municipality
  2. Eva-Lena Lindén, GIS developer, Gävle Municipality

Representatives of the pilot units of local self-governments discussed the topic, considered the advantages of the platform and the possibilities of introducing them into their systems.


The housing company of the municipality of Gävle

Within the project "Improvement of the business environment in Serbia" on 01.06.2021 was held a workshop of Swedish experts from the housing company Gävle, which was attended by representatives of local self-government units in Serbia. The idea of the workshop is to learn and accept a new way of forming such companies in Serbia.

The topic of the workshop: Presentation of Gavlegårdarna, a housing company in the municipality of Gävle.

The moderator of the workshop is the executive director of the housing company, Cathrine Holgersson. The workshop was led by Iris Karamehmedović, with Balcan origin, employed in the Housing Company of the Municipality of Gävle. She described in detail which services this company performs, how they build new apartments as well as the manner of their annual maintenance. The company itself functions together in agreement with the users of those buildings, they react to their objections for better housing and try to solve them in an efficient way as soon as possible.


GIS/Geo data - workshop

On May 24, 2021, a workshop for representatives of local self-government units was held for 3 hours. The workshop was led by experts from the municipality of Gävle. The topic of the workshop was GIS/Geo data.

The first part of the workshop referred to the exchange of data between the municipality of Gävle and Lantmäteriet, and the second part to open data. The workshop was led by Annelie Höök, coordinator maps and measuring in the Municipality of Gävle and Marie Nilsson, head of Digitalisation unit in the Municipality of Gävle. They showed on a practical example how geospatial data is added, exchanged and updated between users, via a digital platform from a GIS system.


Data collection tool - 3rd workshop

The third online workshop on data collection of investment locations was held on April 21, 2021. years. The workshop was attended by representatives of local governments. The workshop was led by Nemanja Paunić and Filip Petrović. The topic of the workshop was to determine all the necessary tools in order to present the investment location in digital form with all its attributes. The moderators explained how to complete the Questionnaire of the National Register of Investment Locations, on the best way.


Video production

Maria Brander, an expert in the field of Strategic Communications, opened an online workshop entitled "Video Production" within the Visibility and Promotion component of the project "Improvement of the business environment in Serbia". She presented her experience in film production in front of the Swedish Agency for Cartography, Cadastre and Land Registration - Lantmäteriet. The content of the workshop was how to start video production, what methods to use and how to edit and publish a video.

The workshop was held on April 8, 2021., which was attended by representatives of pilot units of local self-government and employees of the RGA.


The first workshop of the urban planning component

Within the project "Improvement of the business environment in Serbia", the first all-day online workshop of the urban planning component was organized. The workshop was held on March 31, 2021. years.

The workshop was attended by representatives of the Swedish Agency for Cartography, Cadastre and Land Registration - Lantmäteriet, representatives of the Ministry of Construction, Transport and Infrastructure of the Republic of Serbia, representatives of the Republic Geodetic Authority, representatives of the National Alliance for Local Economic Development - NALED, and project team members. The workshop was led by representatives of the Swedish Agency for Cartography, Cadastre and Land Registration.

The content of the workshop was related to several topics:

  • Benefits from digital transformation of the community building process and the stakeholder's demands on legal, organisational and behavioural adjustments.
  • How to manage real estate in the digital age and overcome obstacles related to digital change
  • Planning and Building with Quality - Legal Framework in Combination with Local Competence and Balance of Power (Swedish experience)
  • What are the benefits for stakeholders and how are the challenges facing now and in the future in the process of creating a continuous process of building a digital community

The participants in the workshops actively discussed and were informed about the problems and results encountered by the Swedish agencies for cartography, cadastre and land registration, during the realization of this topic.
