Study visit to the Kingdom of Sweden of the participants of the “Improvement of Investment Environment in Serbia” project

The study visit to the Kingdom of Sweden was organized from December 1 to 7, 2019, in the municipality of Gävle. The working visit was attended by representatives of local governments participating in the project "Improvement of Investment Environment in Serbia" (Arilje, Bor, Valjevo, Ćuprija, Knjaževac, Sombor, Vranje, Zrenjanin, Pirot, Požarevac) and part of the implementation team of the Republic Geodetic Authority.

The delegation from Serbia was received by Anders Lindkvist, Deputy Director General of Lantmäteriet (Swedish Agency for Cadastre, Cartography and Land Registration), Zoja Faraj, Project Manager at Lantmätriet, Eva Alander, Chairwoman of the Council of the Municipality of Gävle, Anika Lindqvist, representative of Municipality of Gävle.

The aim of the visit is to raise the capacity of local self-government units and the RGA implementation team. The training took place in the premises of Lantmateriet and in the municipality of Gävle. At the Lantmäteriet, lecturers spoke on the following topics:

  • Areas of work
  • Organization, competencies and role of the Lantmäteriet in the development of society
  • Smart collaboration creation
  • Communication and cooperation in the Lantmäteriet

The Municipality of Gävle organized presentations related to the following areas:

  • Presentation of the role and competencies of municipalities in Sweden. How are municipalities organized and how are they financed?
  • Investment support system in Sweden and Gävle
  • Attracting investments and new companies to the municipality and supporting the growth of existing companies
  • The process of planning and using GIS in the municipality
  • Attracting human resources and skills development, the role of the human resources department
  • Internationalization as a tool in development within the municipality
  • Field visits to existing and planned industrial zones and investment areas

Representatives of local self-government units participated in the professional discussion during the training, showed high motivation for improving business in their local unit, as well as considering the possibility of further development of local self-government units. The “Improvement of Investment Environment in Serbia” project started with the realization of one of the goals of the project, and some of the investment locations have already been set up on the digital platform Geosrbija.

In the "Dawn" shown on TV Pink, Marina Jovanović Milenković spoke about the joint project of RGA and the Swedish Cartography Administration. On that occasion, Marina pointed out that the goal of the project is to establish a model of the National Register of Investment Maps.

About the “Improvement of Investment Environment in Serbia” project

The scientific journal “Nova Galaksija” talked about the establishment of the National Register of Investment Locations, through which potential investors will search for locations by parameters in order to fully view all locations of interest. The project was supported by the Swedish International Development Cooperation Agency (SIDA) and the Swedish Agency for Cartography, Cadastre and Land Registration – Lantmateriet. On the Benefit and Goal of the Swedish Project

The guests of the morning program of Studio B were Zoia Faraj, project team manager of the Swedish Land Mapping and Registration Agency, and Bojan Teodosijević from RGA, who spoke about the cooperation of these two institutions in designing investment maps in Serbia. The goal of the mission is to see what data we have and how to use it. The benefit of the project is connecting potential investors with suitable locations and local governments.


Promotion of the “Improvement of Investment Environment in Serbia” Project in Local Governments

Davor Đuran spoke about the first visits to local governments in the "Good Morning, Belgrade!" show on TV Studio B. He showed what the visits to Cacak and Arilje, two of the ten local governments involved in the pilot “Improvement of Investment Environment in Serbia” project looked like. More About the Swedish project on TV Studio B

In the "Good Morning, Belgrade!", the guest of the Republic Geodetic Authority, Benny Andersson and Bojan Teodosijevic, talked about the beginning of the realization of the Swedish project in 10 local governments. Benny Andersson emphasized that it is very important to have an insight into the real situation on the ground in order for the project results to be as good as possible, and that visits to local governments in Sweden will be organized in the coming period to see the results.


Agreement on Cooperation Between RGA and Local Governments Signed

Within the international conference "Digitalization to Development for a Sustainable Future in Eastern Europe", an Agreement on Cooperation concluded between the Republic Geodetic Authority and local self-governments was signed in Vrdnik from September 18 to 20. The agreement refers to the project "Improvement of Investment Environment in Serbia", which is carried out by the Republic Geodetic Authority and is supported by the Swedish International Development Cooperation Agency (SIDA) and the Swedish Agency for Cartography, Cadastre and Land Registration - Lantmäteriet.

The importance and investment in investment locations of local self-governments implies that all potential investment sites are published in digital form.

This project is one in a series of activities in the process of developing e-government of the Republic of Serbia and should contribute to strengthening the economy based on knowledge and innovation. The aim of the project is to contribute to achieving sustainable and inclusive economic growth in the Republic of Serbia, improving the business environment, increasing investment and innovation of the private sector, improving the transparency of the investment process and improving the climate for investment inflows. Also, the project contributes to the process of European integration of the Republic of Serbia and promotes activities on the implementation of the 2030 Sustainable Development Agenda of the United Nations and as such is of great importance for the Government of the Republic of Serbia.

On the second day of the conference, the director of the Republic Geodetic Authority, Borko Drašković, MA, signed the Agreement with the representatives of ten pilot units of local self-government. Among the selected pilot units of local self-government are: Arilje, Bor, Vranje, Knjaževac, Ćuprija, Sombor, Čačak, Požarevac, Zrenjanin and Pirot. The aim of the project is to:

  • Enable unique identification of each investment location,
  • That the unambiguous spatial component on the location of the investment area,
  • Establish a unified classification of locations at the state level,
  • Provide relevant information to potential investors,
  • Provide transparent insight to citizens, the state and other stakeholders,
  • Has the possibility of connecting with other national registers,
  • Ensures that all information is defined in accordance with ISO 19100 standards and the INSPIRE directive.

After the establishment of the National Register of Investment Locations, potential investors will be able to communicate with local governments through the application and invest in a specific location.
